请高手指教－我到底需不需要办理waiver

本人在日本读完博士后，来美做博士后．　J 签证是在日本签的，现在还有一年半的有效期．　在我的DS 2019　中，签证官选择的是　not subject to two-year residence requirement．　在entry visa 中，有标注为　bearer is not subject to section 212 E, and two year rule does not apply. 我想问问就我的这种情况，我需不需要办理waiver. 请指教
