F2-->F1 case.

My hu*****and F1 in NY university, we live in NY(Vermont center), but got admission and full financial aid from a univerisity in middle america(in the district of another center).

"have no intension to study' marked on my F2visa.

Question:
1,Should I submit my COS application to Vermont or the center in charge of the middle area of America?

2,How to explain the mark on my visa? my intension to study now?
