OPT, H1B and I-140, I-485

I am on OPT right now.
If I file I-140 (/and I-485) through Eb1-b,
Can I still apply for H1B next year when OPT is approaching ending (I may have I-140 approved or may not at that time, and
may have ted I-485 or may not)as usual (like I have not applied for GC)?
