本人(你LP)人在美国，递交了I-485后才能申请。允许在海外申请AP的是极少数人道主义紧急入境的案例，而且要DC的国务院总部批准才能签发。
H4签证只要确定是真结婚就可以签发，和英文好不好没有关系
