有关申请豁免,不用上级主管部门审批一问

大使馆说从今年起,不在需要 上级主管部门审批,我是去年12月要的申请表格,现在刚办完单位审批,不知我的情况是按去年的算,还是按今年的算?

请帮忙出注意
