Which center should I-140 be filed to?

My understanding is that all I-140 should be filed to Nebraska service center after 4/1/2006. why 置顶的贴子说I-140 was filed to TSC, I-485 was filed to NSC by his lawyer? Does anyone know why? Thanks a lot!
