When filing 485, sponshor has to promise to pay the

applicant the prevailing wage when 485 is approve. If the discrepency beteen the prevailing wage and the current wage is significant, CIS officer will be suspicious of the promised job offer. Some cases was transferred to local because of that.
The other issue, during examining 485 application an officer may find that a H1 worker was paid below the prevailing wage shown on the LCA. If that is the case, consequence could be serious.
