It is better for you to find 3-4 independent references.

Your new publication is good enough. But if you can find some citation, it is better.

For the "explain how the petitioner would serve the national interest to a substantially greater degree than other individuals in the field", you need tell them what different ability you have, and that special ability will lead greater contribution than others who haven't.
