Yes,if J1 want a new visa,J2 should follow to get.J1 scholar and student is same status but different catergory. Although the change of catergory is strongly disencouraged, there are still many cases being approved. So I think you should talk to international office guys and let them help you change the catergory first. When application failed, then go out to get a new visa.
