有关H1 quota exempt

各位大侠，我几个月前来到美国(F2)，找到了一个和大学有关的non-profit公司，想在这里办H1。本以为所有的和大学有关的non-profit公司都不受名额限制，但现在发现这个公司不属于USCIS规定的

(a) connected or associated with the institution of higher education through shared ownership or control by a board or federation operated by the institution of higher education

(b) attached to the institution of higher education as a member, branch, cooperative or subsidiary.

这两种情况（这个公司为一些大学提供网络基础设施，公司上层基本上都是一些大学里的人，但公司本身不由某一所大学控制），请问这种情况能申请quota exempt吗？

和一些律师email咨询了一下，有的说行，因为这个公司和大学关系密切，也有的说不行，因为CIS卡的很严，不属于上面说的两种情况不会批准，真是不知怎么办才好。不知各位是否碰到过这样的情况？这几天为这事儿头疼的不行，请一定赐教。
