My classmate recently (2 weeks ago) went to C.J. for her H1B visa (F1->H1). There were 12 chinese in her group (they all stayed at a chinese guy's place, forgot his name) and only 4 of them got their visas. 2 H1b & 2 F1 renewal. The rest 8 are all F1 renewals. According to my classmate, the 8 of unlickies were refused to come back to US but they then went to another port and not sure if they managed to get back or not.
Hope TJ is better but you better do more research about the current trend...
