Yes, you can transfer to new employer with the three year H1-B. However, you have to reapply PERM and I-140. once you new I-140 approved, you can use your old I-140's PD and file 485 right away. However, you can not start to work using your EAD unlese you filed 485 more than 180 days and the new job is similar to the old one.

That's just my understanding, better consult a laywer to make sure.
