请问公民入籍的name check是否也包括海外调查部分?

如何进行海外调查? N-400并没要求护照的复印件. 如果NC超过6个月,是否可以lawsuit.按照新规定,NC 没完成前是不给面试的,那如何告它呢? 谢谢!
