OK, if your J1 is not governemnt or certain government-type orga

and you got canadian PR before you got J1. You usually do not need a waiver. You can get a advisor opinion from DOS waiver department. If your J1 program is governement or certain government-type organization funded, I think that you need to contact Canadian consulate.
