请教:移民加拿大的几个问题

I'm in usa,准备自己办加拿大移民:

1.Local的police department 要自己带fingerprint card 做fingerprint.到哪里可以拿到fingerprint card ?FBI
的website download form 可以用吗?

2.不明白fingerprints and certiffied check or money order for us $18 made payable to the us treasury 寄给谁?

3.我要向fbi所取什么document 吗? 为何还要所取local police certificate?
