canada immigration

I ted my canada PR application to buffalo on Aug 15 and they received it on Aug 18. then I have not hear from them anymore, today I found out they have not cashed my money order yet, I am wonder is my application will get return? (b/s I did not my US police certificate) or they are still processing my applicaiton.
Any one has experience, please share
