Speical Handling Problems

When my atterney was inputting the online labor certificate special handling, he could not get over the "national journal advertisment" section, as there was no ad on natioinal journals when recruiting me.
my question is: is National Journal Ad a must for special handling? Has anyone had similar problem and how did you solve it substitute it?
