请教：H4和F1的问题

先说一下我的大概情况：打算今年9月底以H4的身份回国，然后10月中旬去上海使馆返签H4，10月底回美国。马上就向USCIS申请change of status, H4转F1。所申请的学校2007年1月15号开学。

我的问题是：

1. 这样的操作合适吗？

2. 今天在准备H4返签时需要的DS156表时第33项问：Do you intend to study in the U.S.? 我应该回答YES还是NO呢？答YES会影响我签H4吗？答NO是不是有说谎的嫌疑？

3.11月1号假如我能把申请H4转F1的材料准备好并mail出去，到1月15号能转成功吗？因为我有TA，如果转不成是不是就做不成TA也就没有tuition waiver啦？
