Apply H4 visa in SH

Hi, my wife wanna go back to China next month and she is H4. I am H1b, I140 approved, I485 pending, used AP once, EAD available. Since my PD is Aug, 2005, so my wife can not apply AP.
How much is her H4 visa application risk in SH? Thanks for your advice!!
