Ask xiaobaitu and some experts, please help!

my H1-B extension was ted to USCIS by univeristy on 8-23-2006. my current H1-B is expired on 9-1-2006.

Today I got mail and my H1B application is rejected because application fee is wrong (they attached $195.00, should be $200.00).

they assigned receipt number, but not assigned receipt data.

(1) am I out of status now?

(2) what can I do now?
