小白兔， 紧急求助：H1B 批准但F转H被拒

我去年递交了140(approved)和485，今年OPT过期，申请
H1b. H1B 被批准，但 经办人询问 USCIS时被告知身份转换申请
F->H 被拒，所以不能工作。不知道是否和申请了485有关，不是都说不用EAD
就没有关系吗？除了申请EAD,我是不是只能出境签H1b?
