For I-212(a)(2)(A)(i)(ll) only possesses controlled substance, certain designed phsician, drug user have waiver available. It seems no waiver is available for I-212(a)(2)(A)(i)(l), except the exceptions listed before. It seems that no federal court has juridication over the waiver.
