NIW RFE lawyer charges $4500

I am about to hire a lawyer to handle my NIW RFE case. However the response is very frustrated. the lawyer would charge 4500 for my case. Cann't imaging how dare he do it.
Wondered if someone will suggest a good lawyer (in terms of reputation) in grand DC area. Thanks in advance.
