Local office 最终issue GC 吗？

我在网上刚刚收到加州补件中心的update info(received notice)这已经是我第2次的REF.如果这次没问题（if the name check all cleared)， 他们是会transfer to local office issue GC? or just approve it right away? thank you for your advice!!
