of people on removal procedure solely on immigration court does not have a lawbase, and is challeged seriously at federal courts. The regulations are been repealed recently. And attoney general right now allow the arriving aliens (only arriving alien) whos are put in removal procedure to file adjustment of status with CIS. The immpact of repealing the regulation is not very clear at this moment.
