As my understanding,removel procedure mean CIS refer

the person's case to immigration judge,so I don't understand why CIS still has jurisdiction on his/her case.please explain the situation like this.
I ever saw a lot of I-485 cases have been approved under the situation of entering USA without inspection before,but they were protected by 245 (i),I don't think
you can do it now.
