RIR Advertisement

I have a question regarding the RIR Ad. and I am hoping someone can help me on this. Who is responsible for reviewing the responses and deciding on reasons to reject or accept an applicant once the advertisement is posted on the newspaper? HR or my attorney? Also, how much does it usually cost for whole Green Card application? Thanks a lot!
