J-1 waiver 一问

我刚刚从F-1 转成 J-1. I have gone to Canada to apply the J-1 visa.
Both my DS-2019 and my J-1 visa stamp have a term saying:
"not subject to 212(e) two-year residence rule".
这是否意味着我不必申请waiver就可以转成H-1b 身份。申请绿卡是否也不受限制？
