调解书 is not equal to the divorce paper.

If she only has the 调解书, may be she is really not divorced, she think she is but after 调解书 there should be a 判决书 which will states if her marriage is finally dissolved .

Seems to me she has not reached to the final stage of divorce then some body just given up in the middle of the show.
