arrested for serious reason but not conviction

You may have to think it harder when explaining it to the USCIS.
I do see the reason behind the arrest is a red light.

(potential suspect for immigration frau??? Correct?) but not convicted. NO NO forI-485 case.

Waiver is your backup, but it's convicted charges calling for a waiver. -->You were never convicted.

Unitl you were denied, you would not know which section used by DAO to deny you ur AOS. Therefore, premuture waiver may not work.
