Any opinion about my understanding about processing Time for I48

Old USCIS processing time message is "if you don't receive decision after 60 days from when USCIS received your RFE, you can call USCIS. But right now it changed to "if we ask for missing required missing evidence, count processing date from when we receive that missing evidence."

For example, my initial receipt date is Aug, 2005, curent NSC processing date is Sept. 31, 2005. USCIS received my RFE in July 2006, will my case be processed again when USCIS processing date report changes to July 2006?
