Any one who wants to become a USC must be a LPR first. to Get a LPR, must have a I485, --> I140/130 etc. --> LC/Marrying a USC etc, --> H1B,etc.
whhere does this citizenship law fit?

The law does not change much, only allows more in, but process will stay the same.
