RIR at March 2005, should I start perm ?

1. I have heard RIR process is faster currently, and all backlog cases in BEC will be completed in next year. Is that ture ? any link for this?

2. My RIR was filed in March ,2005 and Should I re-file LC in perm ? ( conversion has been confirmed taking long time, so re-file may be a choice).

Any suggestion ?
