what was her previous status (when filing I539) that international center was willing to allow her to enroll full-time before F1 approval?

The important thing is that she wants to study in a new program in the same school. So go to international center again and secure SEVIS status with the new I-20 (for her next program) and respond the RFE with new information. Her F1 is still approvable.
