Why does INS process 140-E3 so fast?

The guy from INS told me that E3 retrogression is world-wide. INS is feeling pressure on E3 retrogression. E1 and E2 restrogression are only on Chinese and Indian people. Simply, they don't care about it and they want to solve E3 firstly.
