help xiaobaitu and other highhands: H-1b cap question

i worked on h-1b from 2000-2003 and currently canada PR. if i receive an offer from US company, does the h1 count as a new visa which is subject to the annual quota, or it can be taken as a visa of "returning worker" wont be regarded towards the cap ? thanks a lot.
