H1B transfer has to be in same field? pl see my situation!!!

1)i am working as S engineer now and i want make h1b transfer and will work as T engineer.

both S and T is in civil engineering field, but different specific area. can i make H1B transfer for they are both in civil engineering field.

2)right now i have Civil Engineering BS degree and civil enginering MS degree (in S specifi)

for T i do not have specific degree MS yet, but i am part time PHD candidate. can i file H1B transfer petition with MS civil engineering degree?

anyone has samiliar experience and can you share with me?
