CIS checks LC condition ferociously on 485 stage. That is why so many RFEs for employment letter nowadays. Company's employment letter must clearly state that they are willing to hire the guy at the specified location to satisfy CIS. Unless company tells CIS a lie or the conditions set forth in AC21 is satisfied, chance is almost a zero.
