Only USCIS can get copy of certified ETA750. that is correct!.
the certified ETA750 only sent to your attoney. and your company and yourself would not get ceritified 750form.
if it is lost, you still can apply for 140 with note of lost ETA750 form. only USCIS can send letter to DOL certified officer and ask for copy of certified ETA750. but lawyer and your boss could not ask for it. there is questions/answers on DOL page,you have to google by yourself.
of course, if you ask USCIS to get copy ETA750, it will take any time from months to year based on your luck.

but I do hope your lawyer will get certified ETA750 soon.
if you just received the letter from BEC (although it is labeled to be certified in July) couple days ago, be patient. mine was certifed in June and got in August last year...
