先登记还是等他先申请公民 does not make much difference.
Your BF can sponshor you GC either as green card holder or citizen by filing 130. But before he becomes citizen, you have to wait about 5 years to file 485. After he becomes citizen, you can file 130 and 485 at the same time. So the first 130 is most likely wasted.
