Is he qualified for NIW? need help

He asked me to post for him.
He will get his PHD in Engineering from the top school in USA. Because his research is focus on application rather than fundamenatal research, he did not have published many papers. One Jounal paper, another on the way. 4 conference paper. He also published two paper during his MS degree in China.
He will work in a top bank. His major is not related to the job.
For this case, can he apply for NIW?
