关于where to file，请问你在哪里看到那个AP都应递到Chicago的新规定的? USCIS的I-131form 网页上(http://www.uscis.gov/graphics/formsfee/forms/i-131.htm)是这样说的:

Effective December 1, 2004, if you are filing for advance parole, and are filing Form I-485 for family-based adjustment of status 。。。you will need to send your Form I-131 to:。。。Chicago

我的理解是如果I-485是family-based的，AP就递到Chicago,因为中间用的是and，not "or"

而那个press release 上好像说的是所以的I-131都应递到Chicago:

Sounds a little confusing to me...

如果说从Devember 2004起，所有的I-131都递到Chicago,那么为什么其它的center也在处理这些申请，而且TX还处理的很快的说。
