Canada immigration - usa police certificate

Hi
I am ready to my canada PR application, so far, I am still waiting police certificate from us. (I ted on May 18). Can I my application to buffalo first or do I have to wait the police certificate. the problem is we never know when will get result back. there is no place to track.
anyone can share your experience, would appreciate
