亲属移民问题

Dear knowlegebles,

I am a US citizen and I am considering sponsoring green card application for my siblings in China, with the intent that they will sponsor their children when they got their green card, if the day ever comes.

if not for their children, my siblings won't apply for the green card.

questions are:
it seems to me that I can sponsor my brother and his family (wife and daughter) at the same time? Is my understanding right?

If I can't directly sponsor my brother's child, can he sponsor his daughter as soon as he got his green card? I mean without really residing in US for a long time. Or does he have to be in the US for a certain amount of time to do that?
