apply B-2 to US then transfer to F1

Your cousin can apply for a B-2 to enter US. Usually, he can study in a public school as long as her status is valid. Then apply for a private school who can issue her a I-20. If not, she can still continue in public school out of status. But they will bring her alot of trouble in the future except that she marries with citizen to become legal.
