enter with F1 but want to work

A friend of mine went to the states on F1about 3 years ago and graduated about 1 year ago. His OPT has just expired and he is currently in China. Some American company wants to hire him now and promises to give him H1B. He has an offer from an American university and plans to apply a new F1 and enter the states, but he doesn’t want to register at the university. He wants to go to the company and starts to work directly. Is this allowed? Does your firm handle this kind of case?
