急问：RIR approved, but RIR-PERM conversion still pending

各位大虾，

本人:
RIR was filed in 07/2004, and a RIR-PERM conversion case was filed in 12/2005
to keep the priority date. The PERM conversion is supposed to withdraw the RIR
case.
But, I received 45 days letter for RIR in 06/2006, and RIR has been approved
in 07/2006, while my RIR-PERM conversion is still pending for almost 8 months.
It seems PERM does not communicate with backlog center well.

我的问题:
1. Can I use this approved RIR to file I-140 and I-485?
2. If I withdraw or do not withdraw the RIR-PERM case, how does it affect my
application? In which way, so that the RIR can be used?

I just want a way to use my approved RIR.
