Thanks for your info. But What I am intereted in is "HQ memorandum", entitled "Transferring Section 245 Adjustment Applications to New or Subsequent Family or Employment-Based Immigrant Petitions", HQ 70/6.1.3, dated May 9, 2000, authored by Michael A. Pearson.45.

I googled it and just could not find the original document as indicated. Thanks anyway.
