1. j-1 and f-1 are exempt from social security and medicare tax. search google.com for detailed regulations.
2. many school/company's payroll simply doens't know this rule or they simply dind't know you're J-1/F-1 status, and withheld it by default.
3. Immediately contact your payroll to show them social security regulations and proof of status so they no longer withhold it automatically.
4. it's possible to get the incorrectly withheld medicare tax back. it took me almost a year to get it back from my employer though endless of communication and arguing - this could be an extreme case. if it's only $50 for you, doesn't hurt to ask but probably doesn't worth the fight.
