H1 B-extension

My H1B will be expired at july 31,06. Should it be considered okay if i send out the petition before that day? Also, it seems confusing about the filing center, according to uscis'website, it should be filed the extension to California service center, however the I-129 instructions instuct to file to Vermont service center, so which one should be filed to?
